Beginning in 1853, a law required that births be reported in the county of residence. However, it seems that most were not. In 1917, the West Virginia Department of Health Vital Registration began collecting the county reports of births and issued birth certificates.

DELAYED BIRTHS - When the Social Security program began in the 1950s, people were required to have a birth certificate in order to get a Social Security Card. Those who were born before birth registration was required, had no birth certificate. Therefeore, they had to apply for a delayed birth certificate. The legal process involved establishing one's identity and birthdate by providing sworn affidavits, Bible records, witnesses, etc.
