      LOGAN COUNTY PETITION, DECEMBER 9TH, 1824

      Logan Co November the 12th 1824

      The memorial of part of the inhabitants of Logan County to the Honorable Senate and House of Representatives of the State of Virginia respectfully showeth; That your honorable bodies at their last session, after forming the said county of Logan, appointed certain Commissioners to locate the site for the Public Buildings of said new County. Four of whom met at the house of William Hinchman in the month of March but could not agree in opinion as to the most eligeable situation for said purpose. The Commissioners again met, five of them, in June and again separated without being able to come to any conclusion; two of them being for the Islands of Guyandotte only 26 mles from the western boundary of the county and two of them were in favor of John Cook's place, situated about 49 miles from the western and 54 miles from the eastern line of the county. The other Commissioner expressed himself in favor of the mouth of Huffs Creek; which is situated, nearly halfway between the above mentioned places. The Commissioners again, met, in August, after being duely notified as the affadavits o----d will show; and unanimously (a majority that attended,) or the Report that accompanies this will shew; decided, that a place therein mentioned near the mouth of said Huffs Creek was in their opinion the most eligable for the purpose of aforesaid; Your Abamorialists, now concured the question of Locations of our Seat of Justice; as entirely set at rest; as they had reason to believe this decision met with the approbation of at least five of the Commissioners; and altho your petitioners were entirely of opinion that the locations aught to have been at Cooks yet as the Commissioners had decided otherwise; they were disposed, peaceably to acquiesce in their decison..... They have however found with great surprise that the County Court composed of a majority of Majistrates from the next end of the County refused to receive the report of the Commissioners; That located the Seat for Court of Justices and Sumpream Court being to be held, shortly after, we flattered ourselves with securing immediate relief from the Honorable Judge in this case, but to our great mortification, he was prevented by sickness from attending, at the time appointed. He has since held a Special Court for the purpose, of trying the prisoners confined by the Sherif. But of course --- not do any other business your memorealists still however flattered themsleves that the commissioners report would be ultimately received because they considered the court was bound to comply with all Acts of your honorable Houses and because the report was in all respects favourable to the west end of the County; and in perfect obedience to the Act passed by your honorable Houses at their last session. They regret their disapointment and are compelled in defence of their rights, thus to address your honorable Bodies as they find their neibours in the West end of the County industrously and anxiously useing every endeavor to procure signatures to a petetion praying your honorable Houses to locate the seat at the Islands of Guyandotte, only 26 miles from the wester extremity of the County and at least 80 or 90 miles from the eastern line.... They are also the more urjed to this measure as they find that several of their neibours in the east allure'd by the promise of a new County; have signed the petition in favour of the Islands; which they believe is in direct oppossition to a Solemn Act of your Honorble Houses....... Your memorialists there for Respectfully Pray your Honorable Houses, will be graciously pleased to confirm the Act of your Commissioners, imployed by and under your Act as aforesaid; and who in conformety therewith, have executed their duty , to the full intent, and meaning thereof.... Never the less should your honorable Houses be of opinion that any doubt remains as to the propriety of your commissions decision; we pray you will be pleased in this case to appoint new Commissioners to examine the terrtory of our new County; a measure in our opinion absolutely necessary; to enable them to do full justice to the inhabitants thereof and your petitioners as in duty will ever pray.
