William Carroll Howard is a member of the law firm of Howard & Howard, Wheeling; and since 1925 has been Assistant United States District Attorney for the Northern District of West Virginia. His law partner is his father, John Andrew Howard, renowned corporation lawyer and public utility organizer and executive.
William C. Howard was born in Wheeling, W. Va., December 29, 1898, son of John A. and Agnes J. (Handlam) Howard. He was educated at Beech Glen School, at Philips Exeter Academy (Class of 1918), Sheffield Scientific School of Yale University (Class of 1921) and the law school of the University of Virginia (Class of 1923). He was admitted to the practice of law in Wheeling in September, 1923.
He is a member of Theta Xi fraternity, Phi Delta Phi legal fraternity, Fort Henry Club, Wheeling Country Club, Blue Pencil Club and Drama Reading Club.
Mr. Howard is acknowledged one of the most capable young lawyers of Wheeling, having handled the legal business of many important corporations, and having distinguished himself in the conduct of affairs of the District Attorney's office by energetic prosecution of government cases and a thorough knowledge of the law. He has special charge of all civil cases in which the government is a party.
His father was, from 1888 to 1896, prosecuting attorney of Ohio County.
William C. and John A. Howard are both members of the West Virginia State Bar Association and the American Bar Association.
