CLELLAND, HERBERT L. (Democrat). Educated in the common schools; occupation, farmer and telegraph operator, but has followed several industrial pursuits; was delegate from his district to the Grand Convention of the Order of Railway Telegraphers, held in Baltimore in 1913; member of Advisory Board, Road Construction, Union district, Board of Adjustment, Order of Railway Telegraphers, Wheeling district; is also a member of the Woodmen of the World and of the Baltimore & Ohio Railroad Veterans Association; married Miss Myrtle Springer in 1896 and is the father of eight children; elected to the House of Delegates as one of the representatives from Marion county in 1922; in the session of 1923 served on the following standing committees of that body; Forestry and Conservation, Penitentiary, Railroads, Labor and Medicine and Sanitation.
